Baby animals are curious about their world.  For large mammals like this Brown Bear, their curiosity is not tempered by fear unless the momma bear signals a threat to the cub.  In places where humans are common and bears are not hunted, mother bears do not alarm when when cubs approach people.  This little bear cub felt quite comfortable approaching me quite closely.
